    POSITION TITLE: Project Accountant
    DURATION OF CONTRACT: One year (renewable)
    DUTY STATION: ACB Headquarters, Los Baños, Laguna, Philippines

    DIVISION: Accounting
    IMMEDIATE SUPERVISOR: Chief Accountant

    TERMS OF REFERENCE

    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB) is an intergovernmental organisation established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

    The ACB is seeking dynamic, innovative and committed candidates for the position of Project Accountant. The Project Accountant will be responsible for executing necessary financial and accounting functions related to the partner-funded projects of the ACB.

    B. SCOPE OF DUTIES

    Under the Finance and Administration Department and supervision of the Chief Accountant, the Project Accountant will perform the following:

    1. Maintain operations of the financial management system for the ACB Small Grants Programme (SGP), in coordination with the Director for Programmes, the SGP Project Coordinator, and the Accounting Officer:

    1.1 Monitor the progress of funds disbursement and overall flow of funds from KfW to ACB to Grantees;
    1.2 Review the budgetary requirement and certify budget availability prior to processing of transactions;
    1.3 Monitor and maintain updated reports on expenditures and fund balance; and
    1.4 Preparation and submission of financial reports to KfW;

    2. Maintain operations of the financial management system, reporting, monitoring and evaluation of other partner-funded projects of the ACB;
    3. Assist in monitoring the implementation and execution of the components stated and agreed upon for each of the project proposals;
    4. Prepare monthly financial statements of projects and other accounting schedules in the preparation of the annual financial statements of the ACB
    5. Carry out any other duties that may be required to ensure smooth operation of the Accounting Division; and
    6. Perform other related tasks as may be assigned by the Supervisor/s from time to time.

    C. QUALIFICATIONS

    Education and Work Experience:

    • Bachelor’s Degree in Accountancy, Accounting or other related field, and with at least three (3) years of work experience in accounting and finance.

    Skills and Eligibility:

    • Certified Public Accountant
    • Strong interpersonal, communication, leadership and training skills, and good organisational and advocacy skills
    • High level of analytical and written communication skills to produce descriptive financial reports
    • Excellent skills working with office applications (MS Excel, Word, and PowerPoint); familiarity with electronic presentation techniques and ability to operate with online or web-based applications
    • Working knowledge of financial/accounting system
    • Understanding of contracts and agreements
    • Ability to work independently and to effectively manage different tasks

    Nationality

    • Must be a citizen of the Philippines

    Other Preference:

    • Previous work experience in a regional or international organisation in the ASEAN is an advantage.
    • External audit experience is preferable.
