    TERMS OF REFERENCE

    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB) is an intergovernmental organisation established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

    The Biodiversity Conservation Division will be responsible for facilitating the programmatic directions relating to biodiversity conservation in the region. In line with the ASEAN Socio Cultural Community Blueprint 2025 key result area of Conservation and Sustainable Management of Biodiversity and Natural Resources, the ACB will enhance its support to the ASEAN Member States (AMS) in their efforts to conserve biodiversity on the following areas: (i) ASEAN Heritage Parks (AHP) Programme; (ii) protected areas and other effective conservation measures (OECMs); (iii) species conservation; (iv) invasive alien species control and management; and (v) ecosystem restoration.

    The Biodiversity Conservation Division will act as the AHP Secretariat. The AHP Secretariat will serve as a full time dedicated and budgeted Secretariat of the AHP Programme to support effective and efficient advancement of the regional and national strengths of the AHP Programme and increased effectiveness of AHP site management.

    B. SCOPE OF DUTIES

    Under the Biodiversity Conservation Division of the Programmes Department and supervision of the Biodiversity Conservation Division Director, the AHP Programme Officer will perform the following:

    a. Programme/Project Development and Implementation

    i. Work with relevant institutions in the AMS and with international organisations and partners in fostering cooperation agreements and arrangements in the implementation of the AHP Programme and the AHP Regional Action Plan;
    ii. Assist in preparing concept notes and detailed proposals for submission to donor agencies to support the implementation of the AHP Programme and the AHP Regional Action Plan;
    iii. Assist in the preparation of partnership agreements and other documents related to project implementation including project work and financial plans;
    iv. Assist in the implementation of approved program and projects; and,
    v. Assist in the review and evaluation of nominated protected areas to be AHPs.

    b. Technical Support Services

    i. Respond to the requests of the AMS for assistance in the implementation of their respective AHP action plans;
    ii. Facilitate national consultations in the AMS and regional workshops on the implementation of the AHP Programme;
    iii. Provide technical assistance to the AMS in the nomination process of the new AHPs, preparation and implementation of AHP management plans;
    iv. Prepare formal communications, activity designs, training/meeting reports, Terms of Reference for local and international consultants, and other related documents;
    v. Provide inputs to annual work plans, progress reports, and other technical documents;
    vi. Assist in organising local and international trainings/workshops, conferences/meetings and other ACB events; and,
    vii. Provide assistance and services to the current AHP Programme, as well as the strengthening the AHP Secretariat.

    c. Monitoring, Reporting and Evaluation

    i. Support the preparation and implementation of the AHP monitoring and evaluation system;
    ii. Support the monitoring and evaluation of various projects supporting the implementation of AHP Programme and the AHP Regional Action Plan; and,
    iii. Assist in preparing project reports and related documents.

    d. Technical Support Services to other Thematic Programmes:
    Work with other relevant units on various thematic programmes including but not limited to Mainstreaming Biodiversity, Climate Change, and Coastal and Fisheries Management, with the following tasks:

    i. project development and implementation – assist in the preparation of project proposals, concept notes, work plans and project management
    ii. knowledge management – assist in facilitating knowledge enhancement, awareness-raising, and information materials development
    iii. Monitoring and evaluation support to other projects

    e. Perform other related tasks that maybe assigned by the Supervisor(s) from time to time.

    C. EDUCATION AND WORK EXPERIENCE

    • Bachelor’s degree in natural sciences, social sciences, development management or any related field with at least three (3) years of related work experience or its equivalency requirements:
    • Bachelor’s degree in non-related fields with at least five (5) years of related work experience

    Skills

    •  Excellent knowledge of the English language and with exceptional writing, presentation, and communication skills
    • Adept at working within a multicultural organisation
    • Ability to work independently and to manage effectively different tasks
    • Able to use computer applications, in particular, MS Office and creative software

    Other Preferences:

    • Master’s degree is an advantage
    • Previous work experience in a regional/international organisation in the ASEAN region is an advantage

    Nationality

    • Must be a citizen of the Philippines
