    TERMS OF REFERENCE

    A. BACKGROUND

    The Knowledge Management Division (KMD) will lead the implementation of the Knowledge Management Plan of the ASEAN Centre for Biodiversity (ACB) to promote conservation perspectives in the region. The KMD will ensure systematic and organised capturing, curation, storage and sharing of quality biodiversity data, information and knowledge, which will support effective regional and national biodiversity planning, policy development, science-based decision-making, implementation, monitoring, review, and reporting.

    The Division Director of KMD will provide direction to the overall strategy of the ACB Knowledge Management Plan, and implement knowledge management for development (KM4D) principles and practices to achieve the objectives of the Biodiversity Knowledge Management Department (BKMD).

    B. SCOPE OF DUTIES

    The Knowledge Management Division Director will have the following responsibilities:

    a. Implement the ACB Knowledge Management Plan.

    i. Lead the implementation and updating of the Knowledge Management Plan of the ACB;
    ii. Ensure that the ACB knowledge products and services, especially the flagship ASEAN Clearing-House Mechanism (CHM), and the ASEAN Biodiversity Dashboard, and other web-based services developed by the ACB are user-friendly and reflect the preferences of target users in the region;
    iii. Ensure that linkages between the ASEAN CHM, the ASEAN Biodiversity Dashboard, and the ACB Knowledge Management Platform have accurate and updated information at all times and are validated with target users;
    iv. Collaborate among ACB staff on the identification, design and approach to the development of ACB’s knowledge products and services based on statistical data and information collected in the conduct of and/or participation in conferences, workshops, and meetings with partners within and outside the region;
    v. Work with the Management Information Systems Division in the design and formats of documents uploaded in the ACB Enterprise Resource Planning System to facilitate integration, exchange and use of information and generation of related reports;
    vi. Lead the monitoring, evaluation, accountability and learning (MEAL) of the ACB Knowledge Management System.

    b. Promote a culture of knowledge-sharing among the officials and staff of the ACB.

    i. Supervise the population and manage the improvement of the Knowledge Management Platform of ACB;
    ii. Chair the ACB’s Knowledge Management Team and ensure its functioning is guided by the ACB Knowledge Management Plan;
    iii. Facilitate knowledge-sharing sessions with the officials and staff of the ACB in coordination with pertinent departments of ACB;
    iv. Systematically curate and ensure the digitisation of important internal and external information derived from the outputs of projects and programmes of ACB’s technical unit; and,
    v. Ensure that such collected information is stored and is easily accessible by other ACB units in the Knowledge Management Platform.

    c. Empower the ASEAN Member States (AMS) with the knowledge, skills, and knowledge management tools towards informed and science-based decision-making for effective management of biodiversity through strengthened linkages between science and policy.

    i. Acquire and be familiarised with progress and completion reports generated from projects implemented by the ACB and from the foreign-funded programmes and projects implemented by the ACB with various partners and donors, and
    ii. Lead the synthesis of research reports and development of new information to support the AMS in decision-making and policy development for biodiversity conservation.
    iii. Lead the BKMD Internship Programme.

    d. Establish and maintain linkages with global, regional and national organisations to maintain a network of knowledge partners.

    e. Write one (1) article per year that is related to his/her field of specialisation and draw on relevant and valid data and information. The article may be technical or popular in nature and will be published either online on the ASEAN CHM website or ASEAN Biodiversity Dashboard website or in an appropriate, reputable, and peer-reviewed local or international research journal.

    f. Integrate or share his/her outputs, whenever needed, with those from other divisions of BKMD and other departments of ACB.

    g. The KMD Director will report directly to the BKMD Director and is accountable for all the responsibilities and deliverables of the Division. The KMD Director will manage and oversee the work, deliverables and performance of the Knowledge Management Officer and the Knowledge Management Associate.

    h. Perform other related work that may be assigned and agreed upon from time to time by the

    i. BKMD Director which includes, but is not limited to, the following:
    ii. Represent the BKMD Director in meetings and biodiversity-related activities;
    iii. Take charge of the ministerial tasks in the absence of the Department Director, alternating with the other Division Directors; and,
    iv. Assist the Department Director in the formulation and implementation of the Department work plan and budget.

    C. QUALIFICATIONS

    Education and Work Experience

    • Master’s degree in Development Communication, Knowledge Management, Conservation Biology, Zoology, Wildlife or Marine Biology and other related fields, with at least five (5) years of related work experience; or its equivalency requirements:
    • Completed Academic Requirements in Master’s Degree Programme with seven (7) years related work experience, or
    • 18 units earned in Master’s Degree Programme with nine (9) years related work experience, or
    • Related Bachelor’s Degree and 12 years related work experience, or
    • Non-Related Bachelor’s Degree with 15 years related work experience.
    • With at least 5 years of experience in biodiversity or environment-related work
    • Proven track record of publications (require a list of publications with links or attachments)
    • Has held a managerial/supervisory position for at least three (3) years
    • With at least one (1) year experience working with, or in government, intergovernmental, or international organisations
    • With experience in coordination and networking with project partners and stakeholders
    • Advanced degree in knowledge management, information science, library science, or a related field.
    • Advanced biodiversity, environment, and conservation-related research skills and knowledge.
    • Minimum of five (5) years of progressive experience in knowledge management or a relevant field.

    Skills/Eligibility

    • Strong leadership and management skills, with demonstrated ability to lead a diverse team effectively.
    • Proven experience in developing and implementing knowledge management strategies and initiatives.
    • Deep understanding of knowledge management principles, methodologies, and best practices.
    • Excellent communication and interpersonal skills, with the ability to collaborate with stakeholders at all levels.
    • Proficiency in knowledge management tools, technologies, and systems.
    • Strong analytical and problem-solving abilities, with a focus on continuous improvement.
    • Ability to adapt to changing priorities and manage multiple projects simultaneously.
    • Commitment to staying updated on emerging management and biodiversity issues.

    Other Preference

    • Experience in proposal development and grant-writing
    • Familiarity with the Biodiversity Plan, multilateral environmental agreements (MEAs), and MEA reporting requirements.

    Nationality

    • Must be a national of any of the ASEAN Member States
