TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.
Through its Programmes Department, the ACB implements various programmes and projects on biodiversity conservation in cooperation with the other ACB units. To facilitate and strengthen the presence of the ACB in the ASEAN Member State (AMS), the ACB Country Manager for Thailand will be hired to serve as a country coordinator and liaise with the national focal points and other national and local government offices, and other partner organisations.
B. SCOPE OF DUTIES
Under the supervision of the BCD Director, the ACB Country Manager for Thailand will work closely with the AWGNCB National Focal Point and perform the following:
- Coordinate with key stakeholders and facilitate the implementation of ACB activities at the national level and site level;
- Report regularly to the AWGNCB National Focal Points on the progress and results of ACB activities;
- Utilise and maximise the ACB resources (financial, technical expertise, human capacity) for efficient implementation of ACB activities;
- Coordinate with the Biodiversity Knowledge Management Department and Communication Department of ACB and ensure effective information flow and facilitate the exchange of knowledge between the ACB and the AMS
- Ensure appropriate monitoring and evaluation, documentation, and reporting of ACB activities;
- Provide technical assistance and applicable financial management;
- Coordinate with the ACB Finance and Administration Department on the logistical requirements for the implementation of ACB activities; and
- Perform other functions as may be assigned by the Director of the Programmes Department.
C. QUALIFICATIONS
Education and Work Experience
- Master’s degree in the field of Natural Resource Management, Environmental Science, Social Sciences, International Development, International Relations, or related fields and five (5) years of related work experience; or
- Completed Academic Requirements in Master’s Degree and seven (7) years of related work experience; or
- 18 units earned in Master’s degree and nine (9) years of related work experience; or
- Related Bachelor’s Degree and twelve (12) years of related work experience.
Skills/Eligibility
- Excellent knowledge of the English language and with exceptional writing, presentation and communication skills
- Adept at working with international partners, national biodiversity agencies, and related national partners
- Ability to work independently and to manage effectively different tasks
- PhD is an advantage
Other Preference
- Must have extensive experience in biodiversity conservation management and programme coordination for at least five (5) years. Work experience with a particular focus on protected area management and mainstreaming biodiversity conservation into relevant sectors such as agriculture, tourism, forestry, and fisheries, among others, is an advantage
- Minimum of three (3) years of relevant regional work experience in ASEAN
- Must have at least three years of experience working with the government and familiarity with the government processes on biodiversity conservation at the national level
- Experience in programme and project planning and design, project management and coordination.
- Experience in the conduct of special studies on biodiversity conservation including policy papers consistent with the national and regional goals in the ASEAN region
Nationality
- Must be a citizen and resident of Thailand
