    TERMS OF REFERENCE
    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

    The International Affairs and Treaties (IAT) Division is responsible for protocols and diplomatic relations, as well as in the coordination and communications with the Department of Foreign Affairs in the Host country, Offices of Permanent Representatives and Missions to ASEAN, and Secretariat of international conventions and organisations outside of ASEAN. The IAT Division can also serve as the entry point for potential partnerships with dialogue and development partners. It is also responsible for facilitating discourse, as well as regional and global and policy support to the AMS on the CBD, various biodiversity-related meetings and conventions, and other multilateral environmental agreements.

    The ACB is seeking dynamic, innovative, and committed candidates for the position of International Affairs and Treaties Officer. The International Affairs and Treaties Officer is responsible for the technical, protocol, and administrative support of the Division.

    B. SCOPE OF DUTIES

    Under the International Affairs and Treaties Division of the Office of the Executive Director (OED) and the supervision of the International Affairs and Treaties Division Director, in close coordination with other Departments, the International Affairs and Treaties Officer will perform the following tasks:

    a. Technical Support
    i. Assist the International Affairs and Treaties Division Director in reviewing and developing policy recommendations to the Executive Director on the following matters:
    ii. Strengthening relations and linkages of the ACB with the AMS, and with dialogue and development partners;
    iii. Enhancing the cooperation of the ACB with the ASEAN Secretariat, UN Convention on Biological Diversity (CBD), other intergovernmental bodies, as well as regional and international non-government organisations, and other stakeholders, essential to the achievement of the mandate and objectives of the ACB;
    iv. Effectiveness of existing ACB policies pertaining to AMS relations and dealings with governments, as well as with regional and international organisations;
    v. Identify, monitor and evaluate policy issues and formulate policy responses and/or develop information resources and new policy positions;
    vi. Provide policy support to ACB programmes and activities;
    vii. Assist in the preparation of working documents on ASEAN meetings, and workshops; and
    viii. Assist in the implementation of the Knowledge Management Plan.

    b. Protocol Support
    i. Provide support during visits and the reception of high level officials and dignitaries of the AMS, governments, and international organisations in ACB-organised meetings and dialogues;
    ii. Provide liaison support during diplomatic visits of the Executive Director; and
    iii. Assist in the preparation and updating of the country profiles of AMS, country representations, and development partners, and keep protocol-related documents.

    c. Administrative Support
    i. Assist the International Affairs and Treaties Division Director in drafting correspondence and other communications, and
    ii. In coordination with the Office of the Executive Director, coordinate with relevant agencies and partners and set and follow-up appointments, meetings and/or dialogues.

    d. Perform other related tasks as may be assigned by supervisor/s from time to time.

    C. QUALIFICATIONS

    Education and Work Experience

    Bachelor’s degree in law, legal management, political science, international relations, economics, communication, environmental science, and/or related fields or any related fields with at least three (3) years work related experience in policy work, programmes regulations, rules, procedures and practices, or its equivalent requirements:
    Bachelor’s degree in non-related fields with at least five (5) years of work-related experience in policy work, programmes regulations, rules, procedures and practices
    Skills

    Candidates must have interest in policy bringing about change, excellent research skills, and the ability to analyse, synthesise and communicate complex information to different audiences in a clear and concise manner.
    Candidates should be highly organised, confident team players, able to use IT effectively, and with well-developed written and verbal communication and interpersonal skills for building relationships with a range of people holding different views
    Other Preferences:

    Previous work experience in a regional/international organisation in the ASEAN region is an advantage
    Nationality

    Must be a citizen of the Philippines
