TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB) is an intergovernmental organisation established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional, and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.
The Public Engagement Division of the ACB takes the lead in maintaining the Centre’s good institutional image as a partner of choice for biodiversity. This Division strives to generate a wider reach for ACB projects, activities, and events by working closely with the Centre’s partners in communicating biodiversity.
Hence, the ACB needs a skilled and competent Public Engagement Division Director who will boost the Centre’s digital and traditional media presence to effectively communicate biodiversity and ultimately encourage transformative change for nature.
B. SCOPE OF DUTIES
Under the Public Engagement Division of the Communication Department and the supervision of the Director for Communication, the Public Engagement Division Director shall perform the following:
- Lead the development, implementation, updating, and monitoring of the Public Engagement work plan and budget of the ACB;
- Organise and update the media network of the ACB across the ASEAN region;
- Organise press conferences and interviews, media briefings, media coverage, and other public engagement events of the ACB;
- Prepare the Executive Director’s press statements, speeches, messages and other related documents for distribution among media organisations;
- Develop and implement strategies for the online visibility of the ACB;
- Write releases on pertinent ASEAN or biodiversity-related issues;
- Take the lead in conceptualising and producing the Centre’s podcasts/vodcasts;
- Supervise the ACB’s Public Engagement team;
- Provide public relations advice to the officials of the ACB, and;
- Perform other related tasks that may be assigned by the supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
- Master’s degree in Development Communication, Journalism, Mass Communication, Media Relations, or other related fields with at least five years of work experience in development communication work; or
- Completed Academic Requirements in Master’s Degree Programme with seven (7) years related work experience, or
- 18 units earned in the Master’s Degree Programme with nine (9) years of related work experience, or
- Related Bachelor’s Degree and 12 years of related work experience, or
- Non-Related Bachelor’s Degree with 15 years of related work experience.
- With at least two (2) years of relevant experience in leading/supervising a team
Skills
- Excellent knowledge of the English language and with exceptional writing, presentation, and communication skills
- With working knowledge of technical and popular writing, news writing, public speaking, media relations, research, and event management
- Ability to work independently and to manage effectively different tasks
Other Preference
- Work experience in the ASEAN region is preferred.
Nationality
- Must be a national of any of the ASEAN Member States
